Job Summary

The Job Developer is an integral member of the EEC Team, providing high quality customer service in a manner that is sensitive to the needs of our diverse community.  Using various strategies and technologies, the Job Developer provides job matching services for employers and job seekers by building the job developer/employer relationship through trust, integrity, listening to employer needs, and becoming a reliable resource in the employment relationship.  Job seekers are supported in the working environment through additional coaching and mentoring augmenting that of the Employment Coach.  In addition, the Job Developer is a primary source of Labour Market Information for the EEC Team by actively engaging with employers, participating in community development, and continuing ongoing professional development opportunities.  All services provided will be in accordance with guidelines of the Employment + Education Centre, responsible Government Ministries, and other funders as required.

 

 Principle Duties and Responsibilities

Provide Job Development Services for Job Seekers

  1. Complete job development assessment of individuals by consulting with involved professionals, reviewing work and education history, living conditions, goals and aspirations, and barriers to employment.
  2. Provide service to job seekers via 1:1 meetings, by phone, text, video, and other remote means.
  3. Source & facilitate meaningful skills development experience &/or work opportunities for job seekers through:
    1. Thoroughly researching and investigating the local job market to identify sectors where opportunities interest the job seeker considering gaps in employment and career goals.
    2. Applying job search and retention tools and techniques appropriate to the specific client.

Contacting suitable employers to identify opportunities and advocate for the job seeker in open & hidden job markets, in paid &/or unpaid work trials, for skills development, and/or job opportunities, carving positions where needed.

    1. Arranging interviews, accommodations, preparatory training, tools, PPE, scheduling, etc. as required.
    2. Coaching job seekers regarding job requirements, employer meetings/interviews, & workplace expectations.
    3. Responsibly utilizing available funds to prepare job seeker for work opportunities.
  1. Support on-the-job training and retention by:
    1. Providing on-site job coaching, when needed, to support initial training efficacy and job retention, creating action and retention plans for long term success.
    2. Maintaining contact and providing support throughout the retention period to ensure participants are continuing to meet individual needs and goals as well as workplace expectations, assessing and offering continued service if and where appropriate.

Maintain current knowledge of training and education resources along with funding options to ensure client meets core job requirements.

 

Provide Job Development Services for Employers

Develop and maintain strong business relationships with a broad range of new and existing employers from a variety of industries for the purpose of creating and placing clients in jobs and/or other skills development opportunities as well as obtaining labour market information through: 

Engagement of employers in ongoing activities of EEC

Conducting employer site visits to understand their business and staffing concerns, and offering services or making referrals where applicable

Assisting employers’ understanding of employment laws and practises through individual or group coaching and/or referral to other HR services

Provisions of other services such as providing or sourcing organizational training, downsizing, and closure outplacement services

Assessing workplaces to ensure they meet EEC safety guidelines and eligibility criteria for funding of training grants, wage subsidies, and apprenticeship incentives

Assistance in the development of job descriptions by identifying job tasks, required knowledge and skills, appropriate wages, training, OHSA & ESA requirements

Providing recruiting and hiring services such as:

i.     Offering EEC client job matching or carving along with assistance in hiring, onboarding; ensuring sufficient orientation & training, peer coaches or mentors, assimilation, follow ups plus any other interventions that are appropriate in the circumstances.

ii.     Utilizing communication channels with EEC colleagues as one of the primary sources of candidates for employer opportunities.

iii.     Assisting employers in developing job postings to net sufficient and appropriate candidates adhering to human rights and privacy legislation.

iv.     Research and recommend sources for active and passive candidate recruiting.

v.     Organize and conduct hiring fairs for single and multiple employers.

vi.     Develop online & print advertising, sourcing alternative candidate pools such as professional organizations and educational institutions.

vii.     Conduct candidate resume screening and preliminary interviews.

7.      Responsibly utilize training grants, wage subsidies, and apprenticeship bonuses.

8.      Maintain current knowledge of business resources along with any funding requirements and options.

 

Participate in Community Labour Economy

9.      Represent the EEC at seminars, job fairs, community information sessions, and other official occasions.  Participate on local committees and community boards of directors to encourage good public relations

10.   Develop and foster other non-employer contacts and partnerships in our community including industry contacts, association memberships, and trade groups

11.   Remain current with community and regional labour market conditions, economic trends, and future of work to understand the challenges facing the unemployed in this community

12.   Maintain working relationships with and current knowledge of community services and resources understanding admission criteria for programs and services

13.   Maintain current knowledge of issues affecting employers and job seekers in Leeds & Grenville including demographic distinctions, the labour market, mental health/addictions, poverty, and criminal justice.

 

 Administrative Duties

  1. Assist employers and job seekers with the completion of all forms, applications, and training requests assuring all data is completed accurately and within timelines and process as set out.

15.   Gather statistical program data for EEC requirements including but not limited to participant satisfaction surveys

  1. Use electronic records systems to update client and employer notes using established guidelines.
  2. Perform all clerical duties, including records relating to employers and job seekers, maintaining accuracy and confidentiality.

  1. Maintain professional credentials and participate in professional development to increase job related skills and knowledge
  2. Strive to demonstrate and increase empathy, respect, and compassion, recognizing the need to remain unbiased in all interactions

 

Organizational Involvement

20.   Develop and facilitate employment related workshops for job seekers and employers.

21.   Maintain effective and open communication, exercising professionalism and appropriate discretion in verbal, written, and electronic communications with all internal and external stakeholders.

22.   Work toward understanding and reaching Agency, Program, and Individual targets.

23.   Adhere to all EEC policies and guidelines, including confidentiality and privacy, and ensure that all services are provided within the standard of service maintained by the Employment + Education Centre and consistent with the Agency’s Mission, Vision, and Values

24.   Work as a supportive team player within the broader EEC Team as appropriate and participate in agency meetings, activities, and special events

25.   Actively share resources for the greater good of the EEC team

26.   Complete other duties as assigned, including temporary changes to position to accommodate unusual circumstances.

Secondary Job Functions

·        Provide coverage for other team roles during absences.

·        Support special projects and initiatives aligned with emerging organizational or community priorities.

·        Collaborate with cross-functional teams to ensure seamless service delivery and client support.

·        Contribute to program development, evaluation, and ongoing process improvements.

Minimum Qualifications & Competencies

Education and Technical Skills

·        Education and/or experience sufficient to carry out the duties and responsibilities of the position

1+ years sales, marketing, client relationship experience

1+ years customer service experience

1+ years recruitment experience

·        Current G License and Insurance in good standing

Indicators of Success (KPIs)

The Key Performance Indicators (KPIs) for this role will be established by management and are subject to periodic review and adjustment based on evolving business needs and priorities. Both the employee and management will retain a copy of the agreed-upon KPIs. Employee performance will be regularly evaluated based on adherence to and achievement of these KPIs.
