REPORTS TO: Manager of Finance/Treasurer
PURPOSE AND SCOPE: This role is responsible for processing and maintaining accounts payable, processing accounts receivable invoices, issuing Utility Bills, and responding to public inquiries regarding property taxes and water billings.
WORK HOURS: 35 hours per week, 8:30 a.m.- 4:30 p.m., Monday to Friday
SALARY RANGE: $25.45 to $30.97 per hour
OFFICE LOCATION: Municipal Office, 317 Brock Street West, Merrickville, ON
DUTIES AND RESPONSIBILITIES
Accounting
• General receipting duties, including processing payments.
• Prepares bank deposits.
• Assists with duties at front counter as needed.
Taxation/Utility
• Updates the property tax and utility database with ownership changes, mortgage updates and address changes/updates as required.
• Answers questions and correspondence regarding property taxation and utility, by phone, email or in person
• Processes account adjustments according to procedures and under the direction of the Manager of Finance/Treasurer.
• Prepares tax or utility certificates upon request.
• Processes monthly penalty or interest on outstanding accounts and issues reminder notices.
• Assists with tax registration and water disconnect procedures.
• Issues utility bills bimonthly.
• Works with our water/wastewater service provider to process work orders
Accounts Payable
• Processes invoices for payment
Accounts Receivable
• Issues accounts receivable invoices and processes payments.
• Processes monthly interest on outstanding accounts and issues reminder notices.
Other duties as required or directed by the Manager Finance/Treasurer.
GENERAL
Ensures a high level of transparency and accountability while respecting and adhering to confidentiality requirements, including those under the Municipal Freedom of Information and Protection of Privacy Act and any relevant policies and procedures of the municipality.
Protects own health and safety and that of others by adopting safe work practices, reporting unsafe conditions immediately and attending all relevant training regarding occupational health and safety. Follow all requirements and guidelines for employees and employers as legislated under the Occupational Health and Safety Act.
QUALIFICATIONS
1. Two years of related experience working in a private, public, or non-profit organization in a financial capacity.
2. Knowledge of accounting procedures.
3. Excellent communication skills demonstrated both verbally and in writing.
4. Proven excellent organizational abilities.
5. Demonstrated strong interpersonal skills including tact and discretion when dealing with elected representatives, staff, and the public.
6. Strong ability to work under pressure and manage interruptions while prioritizing workload in order to meet deadlines.
7. Strong computer skills, particularly with Microsoft Office applications; Knowledge of Munisoft accounting software is an asset.
